Schemes for Women and Child Welfare: Beti Bachao to Mission Shakti
The Ministry of Women and Child Development runs a tangle of similarly-named schemes and sub-schemes — Mission Shakti, Mission Vatsalya, Beti Bachao Beti Padhao, Sukanya Samriddhi Yojana, Balika Samriddhi Yojana, and two completely different schemes both called Ujjwala. This note untangles which scheme sits under which umbrella, which ministry actually runs each one, and the exact year each was launched, so that a single swapped date or ministry never costs you a Prelims mark again.
📌 Revision Pointers
Three umbrella missions since 2021-22: Mission Shakti, Mission Vatsalya, Saksham Anganwadi & POSHAN 2.0.
Mission Shakti = Sambal (safety: OSC, Helpline, BBBP, Nari Adalat) + Samarthya (empowerment: PMMVY, Shakti Sadan, Sakhi Niwas, Creche).
BBBP and Sukanya Samriddhi Yojana share a launch day - 22 January 2015, Panipat - but Balika Samriddhi Yojana (1997) is unrelated and much older.
Two different "Ujjwala" schemes: anti-trafficking (MWCD, 2007) vs LPG connections (Petroleum Ministry, 2016).
Mission Vatsalya absorbed the old ICPS; Childline 1098 is its emergency helpline.
1. The Umbrella Architecture: Three Missions, One Ministry (2021-26)
Rationalisation (2021-22 to 2025-26) - For the 15th Finance Commission period, the Ministry of Women and Child Development (MWCD) regrouped its many standalone schemes into three umbrella missions: Mission Shakti (for women), Mission Vatsalya (for children), and Saksham Anganwadi & POSHAN 2.0 (for nutrition).
Mnemonic Hook: "SVP" - Shakti, Vatsalya, Poshan - think "She Values Protein."
Link: One Ministry, three umbrellas, each covering a cluster of older individual schemes.
Mission Shakti - Umbrella scheme for the safety, security and empowerment of women, split into two sub-schemes: Sambal and Samarthya.
Mnemonic Hook: "Shakti = strength for women, with two arms doing the work."
Link: Shakti is the mother brand; Sambal and Samarthya are her two hands.
Mission Vatsalya - Umbrella scheme for child protection and welfare; absorbed the earlier standalone Integrated Child Protection Scheme (ICPS, 2009-10); guidelines notified July 2022.
Mnemonic Hook: "Vatsalya = parental affection - the scheme that parents every vulnerable child."
Saksham Anganwadi & POSHAN 2.0 - Umbrella nutrition scheme merging ICDS, POSHAN Abhiyaan and the Scheme for Adolescent Girls (SAG).
Mnemonic Hook: "'2.0' signals the upgraded, merged version of the old Nutrition Mission."
2. Mission Shakti's Two Arms: Sambal vs Samarthya
Sambal (the protection/safety sub-scheme) - Houses One Stop Centres (OSC), the Women Helpline, Beti Bachao Beti Padhao (BBBP), Nari Adalat, and Mahila Police Volunteers.
Mnemonic Hook: "Sambal sounds like 'support' - it is the protection arm."
Link: Remember it by its first letters - OSC, Helpline, BBBP, Nari Adalat.
Samarthya (the empowerment sub-scheme) - Houses the Pradhan Mantri Matru Vandana Yojana (PMMVY), Ujjwala and Swadhar Greh (now rebranded Shakti Sadan), Working Women Hostel (Sakhi Niwas), the National Creche Scheme, Gender Budgeting, and Hub for Empowerment of Women.
Mnemonic Hook: "Samarthya sounds like 'capability' - the empowerment arm: cash (PMMVY), shelter (Shakti Sadan, Sakhi Niwas), childcare (Creche)."
The classic swap - Students often place BBBP under Samarthya because it sounds like an empowerment scheme. It is actually under Sambal, because its core function is awareness and course-correcting the sex ratio, not a direct cash or capability benefit.
Mnemonic Hook: "BBBP protects the girl child's right to be born and educated - that is safety (Sambal), not a wallet benefit (Samarthya)."
3. Mission Vatsalya: The Child Protection Umbrella
What it replaced - Mission Vatsalya subsumed the Integrated Child Protection Scheme (ICPS); its revised guidelines were notified in July 2022 with an outlay of about Rs 10,916 crore for the 15th Finance Commission period.
Mnemonic Hook: "Vatsalya = 'CAFS' - Care institutions, Adoption, Foster care, Sponsorship."
Core components - Child Care Institutions, Sponsorship and Foster Care, Adoption (routed through CARA), the Childline 1098 emergency outreach helpline, and capacity-building for Juvenile Justice Boards and Child Welfare Committees.
Mnemonic Hook: "1098 is to a child what 181 is to a woman - the emergency number to remember."
4. The Nutrition Line: ICDS to POSHAN Abhiyaan to Saksham Anganwadi & POSHAN 2.0
ICDS (1975) - India's oldest and largest child-nutrition programme, delivered through Anganwadi Centres: supplementary nutrition, pre-school non-formal education, and health check-ups.
Mnemonic Hook: "1975 plants the seed."
POSHAN Abhiyaan / National Nutrition Mission (2018) - Added dated, measurable targets: cutting stunting, wasting, anaemia and low birth weight.
Mnemonic Hook: "2018 sets the target."
Saksham Anganwadi & POSHAN 2.0 (2021-22) - Merged ICDS, POSHAN Abhiyaan and the Scheme for Adolescent Girls (SAG) into one centrally sponsored scheme; added upgraded "Saksham" Anganwadi infrastructure, AYUSH integration ("Yoga at Home, Yoga with Family"), and Aadhaar-based tracking of rations and beneficiaries.
Mnemonic Hook: "2021 upgrades the whole system - old scheme plus new tech equals 2.0."
5. Name-Alike Money Traps: BBBP vs Sukanya Samriddhi Yojana vs Balika Samriddhi Yojana
Balika Samriddhi Yojana (1997) - The oldest of the three: a post-birth grant (originally Rs 500) plus annual pre-matric scholarships for girls born into BPL families, implemented through the ICDS network.
Mnemonic Hook: "'Balika' came first, all the way back in 1997 - nearly two decades before the other two."
Beti Bachao Beti Padhao, BBBP (22 January 2015, Panipat, Haryana) - An awareness and advocacy campaign to improve the child sex ratio and promote the education of girls; it is NOT itself a savings or cash-transfer instrument.
Mnemonic Hook: "BBBP changes mindsets; it does not hold your money."
Sukanya Samriddhi Yojana, SSY (launched the same day, 22 January 2015) - The small-savings account that was publicised alongside BBBP as its flagship financial instrument; opened at post offices or banks for a girl child below 10, with an interest rate revised quarterly by the Finance Ministry.
Mnemonic Hook: "Same birthday as BBBP (22 Jan 2015), but SSY is the one that actually holds your money."
Link: "B for Balika is oldest (1997); B for BBBP and S for SSY share a birthday (2015), but only S touches a bank account."
6. The Ujjwala Trap: Two Unrelated Schemes, One Name
Ujjwala / Ujjawala (formulated December 2007, MWCD) - A comprehensive anti-trafficking scheme with five components: Prevention, Rescue, Rehabilitation, Re-integration, and Repatriation (for cross-border victims); now merged into Samarthya as Shakti Sadan.
Mnemonic Hook: "Ujjwala (WCD) = the 5 R's - Prevent, Rescue, Rehabilitate, Re-integrate, Repatriate."
Pradhan Mantri Ujjwala Yojana, PMUY (1 May 2016, Ballia, Uttar Pradesh) - Run by the Ministry of Petroleum and Natural Gas, it provides free LPG connections to women from poor households to replace unclean cooking fuels.
Mnemonic Hook: "Same word 'Ujjwala', two different ministries: WCD rescues, Petroleum cooks."
Link: "U for Ujjwala twice - one is about freeing a victim, the other is about lighting a stove."

Quick Revision List
Three MWCD umbrella missions (2021-26): Mission Shakti (women), Mission Vatsalya (children), Saksham Anganwadi & POSHAN 2.0 (nutrition).
Mission Shakti's two sub-schemes: Sambal (safety - OSC, Helpline, BBBP, Nari Adalat) and Samarthya (empowerment - PMMVY, Shakti Sadan, Sakhi Niwas, Creche).
Mission Vatsalya absorbed the old ICPS; its emergency number is Childline 1098.
Nutrition line: ICDS (1975) → POSHAN Abhiyaan (2018) → Saksham Anganwadi & POSHAN 2.0 (2021-22).
Balika Samriddhi Yojana (1997) predates BBBP and Sukanya Samriddhi Yojana, which share a launch day: 22 January 2015.
Ujjwala (MWCD, anti-trafficking, 2007) and Pradhan Mantri Ujjwala Yojana (Petroleum Ministry, LPG, 2016) share only a name.
Common Confusion Traps
BBBP's sub-scheme home: Placed under Sambal (safety/awareness), not Samarthya (empowerment/cash) - a frequent MCQ swap.
SSY's launch date: Assumed to predate BBBP; in fact both were launched on the very same day, 22 January 2015.
Balika vs Sukanya: The similar-sounding names make aspirants assume Balika Samriddhi Yojana is just an older name for Sukanya Samriddhi Yojana - they are two separate schemes, 18 years apart.
The two Ujjwalas: One of the most repeated UPSC traps - the anti-trafficking Ujjwala (MWCD) is routinely confused with the LPG-focused Pradhan Mantri Ujjwala Yojana (Petroleum Ministry).
ICPS vs Mission Vatsalya: ICPS is not a currently separate scheme - it has been fully absorbed into Mission Vatsalya; naming ICPS as a standalone live scheme is outdated.
Which scheme is the "nutrition" one: ICDS, POSHAN Abhiyaan and Saksham Anganwadi/POSHAN 2.0 are three successive stages of the same lineage, not three parallel schemes running together.
💭 Conclusion
Anchor every scheme to one fact: which ministry signs its cheque. The moment you know MWCD runs Ujjwala (anti-trafficking) and the Petroleum Ministry runs PM Ujjwala Yojana (LPG), or that BBBP sits in Sambal while PMMVY sits in Samarthya, every other confusable detail falls into place around that single anchor.
