India's Labour Reforms at the 114th International Labour Conference


India's delegation, led by the Union Minister of State for Labour and Employment, presented the country's progress on labour reforms, social protection, and Digital Public Infrastructure at the 114th session of the International Labour Conference held in Geneva. The conference is the apex decision-making body of the International Labour Organisation, often called the "international parliament of labour". It meets annually in Geneva and follows a unique tripartite structure, where each member country sends two government delegates along with one employer delegate and one worker delegate, each holding an independent vote. This structure ensures that labour and industry voices are heard directly, separate from the government's official position.


India highlighted that it has consolidated 29 old central labour laws into four modern Labour Codes, guided by the principle of "Antyodaya", meaning upliftment of the weakest sections first. The four codes are the Code on Wages 2019, the Industrial Relations Code 2020, the Code on Social Security 2020, and the Occupational Safety, Health and Working Conditions Code 2020. India also presented impressive numbers: youth employability rose from 34 percent in 2014 to over 56 percent in 2025, the unemployment rate fell from 6 percent in 2017 to 3.1 percent in 2025, and women's workforce participation surged from 22 percent to nearly 39 percent. Social security coverage expanded from 19 percent to over 64 percent of the population, now covering about a billion people according to ILO estimates. Platforms like the e-Shram Portal and the National Career Service Portal were showcased as scalable digital public goods, and India even offered technical assistance to Rwanda and Sri Lanka to build similar systems. A new scheme, the Pradhan Mantri Viksit Bharat Rozgar Yojana, was also highlighted as a fresh push toward employment generation.


However, despite this optimistic picture, several structural problems remain. Gig and platform workers occupy a legal grey zone: while the Code on Social Security mentions them, it does not formally recognise them as "employees", so they remain excluded from the protections of the Industrial Relations Code and the OSH Code, including minimum wages and safety guarantees. Many delivery and logistics workers face what is being called "algorithmic tyranny", where automated rating systems and opaque allocation software determine their daily earnings without any human appeal process. The Industrial Relations Code also raised the threshold for firms needing government permission before layoffs or closure from 100 to 300 workers, creating a more flexible "hire and fire" regime that leaves many MSME workers without job security. The OSH Code's 48-hour weekly cap leaves daily shift limits and rest periods ambiguous, which some employers have used to justify 12-hour shifts under the guise of a four-day week. Trade unions now need the support of 51 percent of workers on the muster roll to be recognised as the sole negotiating agent, along with a mandatory 60-day notice before any strike, making collective bargaining harder for unorganised workers. The OSH Code itself applies only to establishments with 10 or more workers, excluding most micro-enterprises. On wages, the dual structure of a base wage revised every five years plus a Variable Dearness Allowance linked to inflation has meant that, even though the Consumer Price Index for Industrial Workers rose by nearly 25 percent between 2021 and 2026, the base wage component has been chronically delayed, eroding real wages over time.

Looking ahead, experts suggest India could draw from the European Union's Platform Work Directive to create a new "Dependent Contractor" or "Platform Worker" category guaranteeing a minimum base pay regardless of piece-rate fluctuations. The Rajasthan Platform-Based Gig Workers Act, 2023, which set up a welfare board with gig worker representation and a welfare cess on platform transactions, is often cited as a domestic model worth replicating nationally. Other suggestions include shifting to digital, data-driven compliance monitoring instead of inspector-based enforcement, and linking the e-Shram database with schemes like One Nation One Ration Card, Ayushman Bharat, and PM-SYM so that welfare benefits reach workers automatically during shocks like pandemics or supply chain disruptions.


Credit Guarantee Scheme for Microfinance Institutions 2.0 (CGSMFI-2.0)


The government has extended the Credit Guarantee Scheme for Microfinance Institutions 2.0 till 31 August 2026, or until guarantees worth Rs 20,000 crore have been issued, whichever happens first. So far, loans worth Rs 770 crore have already been sanctioned under this scheme. A notable change is that the maximum loan limit for large NBFC-MFIs and MFIs has been increased from Rs 300 crore to Rs 1,000 crore, subject to an overall ceiling of 20 percent of their Assets Under Management.


CGSMFI-2.0 is a government-backed credit guarantee scheme, launched in March 2026, that provides guarantee coverage to Member Lending Institutions for loans they extend to NBFC-MFIs and MFIs, which in turn lend onward to small borrowers as defined under RBI's microfinance norms. The guarantee coverage now varies by the size of the MFI: small MFIs get 80 percent coverage, medium MFIs get 75 percent, and large MFIs get 70 percent of the defaulted amount. This replaces the earlier flat 75 percent coverage and is meant to support smaller institutions more generously. MFIs are classified by their Assets Under Management: small MFIs have less than Rs 500 crore, medium MFIs have between Rs 500 crore and Rs 2,000 crore, and large MFIs have Rs 2,000 crore or more. Lending institutions must direct at least 5 percent of total loans to small MFIs and 10 percent to medium MFIs, ensuring credit reaches smaller players too. Loan limits are capped according to the MFI's size, ranging from Rs 100 crore for small MFIs to Rs 300 crore for large MFIs, and loans must be disbursed within three months with a maximum tenure of three years, including a one-year moratorium. The scheme works through an automatic approval mechanism at the National Credit Guarantee Trustee Company Limited.


For Prelims, it helps to know what Microfinance Institutions are: financial intermediaries offering small loans, typically without collateral, to low-income households, especially women, in rural and semi-urban areas. They operate either as NBFC-MFIs or as cooperative or NGO-led MFIs, often through delivery models such as Joint Liability Groups, where a group of borrowers shares repayment responsibility, or Self-Help Groups, which are community-based and linked to banks. The Reserve Bank of India regulates NBFC-MFIs and sets eligibility criteria, loan size limits, and interest rate caps, while NABARD provides refinance support and monitors SHG-linked microfinance. A relevant Prelims question from 2023 tested statements about the origin of the SHG programme and the role of Regional Rural Banks and Scheduled Commercial Banks in supporting SHGs.


Resettlement Census for the Great Nicobar Project


The Andaman and Nicobar Islands administration has notified the start of a rehabilitation and resettlement census on Great Nicobar Island, specifically for the trunk infrastructure component of the larger mega-project. This census aims to identify and verify all families affected by the construction of the trunk road and related facilities, which form the first phase of the project under its draft Master Plan, a phase expected to extend until 2050.


The Great Nicobar Island Project itself is a major infrastructure initiative aimed at building an international container transhipment port, a greenfield airport, power infrastructure, and a new township on the island. It carries an estimated cost of around Rs 92,000 crore, with a timeline stretching to 2050. The draft Master Plan envisions transforming the island into a tourism-oriented township while also providing defence infrastructure given its location near critical international sea lanes. The government has projected the project as strategically important for India's presence in the Bay of Bengal and the wider Indo-Pacific region, and it has been described as a model for "frontier infrastructure development" in ecologically sensitive geographies.


At the same time, the project has drawn concern for its potential impact on indigenous communities, particularly the Nicobarese and the Shompen tribes, who have deep cultural and ecological ties to the island. Interestingly, while the Finance Ministry's Public Investment Board had in 2024 noted that the proposed container port lacked clear strategic objectives, the Defence Ministry has more recently reaffirmed the project's strategic importance for national security and regional development, showing the layered and sometimes contested nature of decision-making around such mega-projects. For Prelims, remember the island's location in the Andaman and Nicobar group near the Strait of Malacca's approach, and its significance for India's Act East and Indo-Pacific strategies.


EAC-PM's Recommendations on Delimitation


The Economic Advisory Council to the Prime Minister has released a working paper recommending a multi-factor approach for India's upcoming delimitation of parliamentary constituencies. Rather than relying purely on population size, the paper suggests a "targeted" splitting of seats based on a wider set of criteria, while still preserving the existing share of Lok Sabha seats held by larger states.


The study analysed election data from 2009 to 2024 to study relationships between voter turnout, constituency size, and five "compositional features": urban share, Scheduled Caste share, Scheduled Tribe share, linguistic polarisation, and linguistic diversity. Based on this, the EAC-PM recommends that the Delimitation Commission use a constituency's demographic and linguistic profile as the basis for splitting seats, rather than a uniform, size-based rule. It also suggests that delimitation be carefully timed with a fresh booth rationalisation cycle, the release of 2027 Census tabulations, and the availability of gender-disaggregated electoral statistics.


For Prelims, delimitation is the process of redrawing the boundaries of territorial constituencies for the Lok Sabha and State Legislative Assemblies so that each seat represents roughly equal numbers of voters. Article 82 of the Constitution requires Parliament to enact a Delimitation Act after every census, while Article 170 provides for similar readjustment in state assemblies. The Delimitation Commission is a high-powered, independent body with three members: a Chairperson who is a serving or retired Supreme Court judge, the Chief Election Commissioner or their nominee, and the State Election Commissioners of the concerned states. Its orders carry the force of law and cannot be challenged in any court, though they are presented to the legislatures for information. Delimitation exercises have been carried out four times so far, in 1952, 1963, 1973, and 2002. A crucial point to remember is the "freeze" on Lok Sabha seat numbers: the 42nd Amendment Act of 1976 froze seat numbers based on the 1971 Census so that southern states, which had implemented population control more effectively, would not lose political representation. The 84th Amendment Act of 2001 extended this freeze until the first census after 2026. While the 2002 exercise redrew constituency boundaries within states based on the 2001 Census, the inter-state allocation of seats still reflects 1971 population data.


Supreme Court Quashes a POCSO Conviction Using Article 142


The Supreme Court invoked its extraordinary powers under Article 142 of the Constitution to set aside the conviction of a man sentenced under the Protection of Children from Sexual Offences Act, 2012, after noting that the victim had subsequently married him once she attained the age of majority.


The POCSO Act, 2012, was enacted to protect children below the age of 18 from sexual assault, sexual harassment, and pornography, and to ensure child-friendly procedures during reporting and trial. It came about partly as a consequence of India's ratification of the UN Convention on the Rights of the Child in 1992. A key feature of the Act is its gender-neutral nature, recognising that both girls and boys can be victims of sexual abuse. The POCSO Rules of 2020 further strengthened implementation through child-friendly procedures and institutional safeguards. Section 23 of the Act mandates strict confidentiality of a child victim's identity, prohibiting media from disclosing any details, including name, address, or family information, that could reveal who the victim is. Sections 19 to 22 impose a duty of mandatory reporting on anyone who has knowledge or reasonable suspicion of an offence under the Act. The Act prescribes graded punishments depending on the severity of the offence, and the 2019 amendment introduced even more stringent penalties, including the death penalty for certain aggravated offences. For Prelims, Article 142 itself is significant: it empowers the Supreme Court to pass any order necessary for doing "complete justice" in a case, and such an order is enforceable throughout India.


Srishti Kiran Becomes World No. 1 in Under-13 Tennis


Srishti Kiran, a young tennis player from Bengaluru, achieved a historic milestone by becoming the World No. 1 in the Under-13 category of the International Tennis Federation's Junior World Rankings. Her achievement was built on five consecutive ITF junior titles and a runner-up finish at an ITF World Tennis Tour Juniors event in Guatemala. Remarkably, she reached an overall ITF junior ranking of 357, the highest among Under-13 players globally, despite playing in only eight ranking tournaments compared to the ten typically considered for rankings.


The International Tennis Federation, founded in 1913, is the global governing body for tennis, wheelchair tennis, and beach tennis, and it organises major international competitions such as the Davis Cup for men and the Billie Jean King Cup for women. The ITF World Tennis Tour serves as the bridge between the junior circuit and the elite professional tours, namely the ATP for men and the WTA for women. For general awareness, it is useful to recall the four Grand Slam tournaments: the Australian Open in Melbourne on hard courts, the French Open or Roland Garros in Paris, the only Grand Slam played on clay, Wimbledon in London, the oldest tournament since 1877, played on grass with its famous all-white dress code, and the US Open in New York, also on hard courts. The Grand Slam Board jointly governs these four tournaments along with the ITF, and while Grand Slam eligibility requires a ranking of 500 or better, players below 14 years of age are not eligible to compete, regardless of ranking.


Towards a Universal Disability Pension in India


Experts have called for a radical overhaul of India's disability welfare system by introducing a uniform, nationwide pension for Persons with Disabilities. While India has built an impressive digital welfare architecture through the Digital India Mission, Aadhaar-enabled Direct Benefit Transfers, and UPI, persons with disabilities have largely remained outside this universal outreach. Currently, disability pensions are not determined uniformly across states based on the medical nature or severity of a person's disability.


There is a strong constitutional and legal basis for treating disability pensions as a right rather than a discretionary benefit. Article 41 of the Constitution directs the state to provide public assistance in cases of unemployment, old age, sickness, and disablement. Section 24 of the Rights of Persons with Disabilities Act, 2016, legally guarantees adequate social security and non-discriminatory pension benefits for persons with disabilities. The Supreme Court has also affirmed that the right to live with dignity is an essential part of the fundamental right to life under Article 21.


The scale of the challenge is significant. While the 2011 Census recorded 2.68 crore persons with disabilities, current estimates, accounting for changing disease patterns and population growth, place the number between 4.5 crore and 6 crore. Yet India spends barely 0.02 percent of its GDP on disability welfare, including pensions, compared to 0.12 to 0.15 percent in South Africa, 0.35 to 0.40 percent in Australia, 0.45 to 0.50 percent in Brazil, and an OECD average of 2.2 percent. The central Indira Gandhi National Disability Pension Scheme covers only a small fraction of persons with disabilities, with state pension amounts often as low as Rs 300 to Rs 500 per month. Interestingly, a 2025 study by Pro Bono Economics found that disability pensions generate socio-economic returns nearly 48 percent higher than their costs, with fiscal multipliers between 1.4 and 1.6, suggesting that such spending is also economically productive.


The proposed solution is a Minimum Universal Disability Pension Floor Rate, which would ensure an absolute minimum pension nationwide regardless of which state a person lives in, while still allowing wealthier states to offer top-ups. Excluding persons with disabilities from social security, education, and employment is estimated to cost low- and middle-income countries between 3 and 7 percent of their GDP, so a universal floor rate could act as an economic stimulus by supporting household consumption, especially in rural areas. It would also help India meet its international commitments under Article 28 of the UN Convention on the Rights of Persons with Disabilities, ILO Recommendation No. 202, and the G20 New Delhi Leaders' Declaration.


Several structural problems currently hold back reform. Oversight is fragmented between the Ministry of Rural Development and the Department of Empowerment of Persons with Disabilities, causing delays and unclear accountability. Disability welfare funding is tiny compared to other sectors, such as food subsidies worth over Rs 2 lakh crore or infrastructure spending exceeding Rs 11 lakh crore. The Disability Employment Incentive Scheme remains weak, lacking the strong tax breaks or wage subsidies seen in other countries, and registration processes remain cumbersome and non-portable across states.


Looking forward, experts suggest introducing a national baseline pension, for instance Rs 8,000 per month for around 40 lakh beneficiaries at a cost of about 0.08 percent of GDP, or Rs 10,000 per month for 65 lakh beneficiaries costing between 0.08 and 0.2 percent of GDP. They also recommend establishing a unified National Disability Pension Authority, modelled on bodies like South Africa's SASSA or Australia's NDIA, to manage a single registry and ensure portability. Upgrading the Disability Employment Incentive Scheme with corporate tax breaks and wage subsidies, similar to the UK's Access to Work programme, and scaling up skill development schemes like PM-DAKSH and the National Apprenticeship Promotion Scheme, are also suggested, alongside using India's existing DBT infrastructure to deliver pensions directly and uniformly.


AI Data Centres and the Growing Environmental Friction


Across the world, communities and activists in the United States, Europe, Latin America, and Southeast Asia are increasingly opposing the construction of massive AI data centres due to their environmental impact. These facilities are not like traditional data centres, which mainly act as static storage warehouses. Instead, AI data centres function as specialised supercomputers that need continuous, very high-performance computing power to train and run complex machine learning models, consuming enormous amounts of electricity and water for cooling.


The scale of resistance is already significant: in 2025 alone, community protests across the United States successfully delayed or blocked data centre projects worth up to 152 billion dollars. In India, the Adani Group has announced a 100 billion dollar plan to build a 5-gigawatt AI infrastructure platform by 2035, and Google has partnered with the Adani Group to build a 2-gigawatt data centre in Visakhapatnam, which would become India's largest single hyperscale facility. This project has been allocated 480 acres of land located within an ecologically vulnerable coastal zone.


The case for strict environmental regulation rests on several grounds. Hyperscale data centres place enormous strain on local energy grids and water tables, potentially threatening basic drinking water and power supplies for nearby communities; for instance, the Andhra Pradesh government has granted 15-year power subsidies and 10-year water subsidies to such projects, diverting resources from already stretched networks. Building large facilities in fragile coastal and agricultural zones raises risks of soil degradation, light and noise pollution, and damage to local aquifers, with some projects coming up on farmlands and coastal strips already facing environmental stress. There is also concern that governments oversell the employment benefits of these projects, when in reality their long-term local hiring potential is quite limited. Meanwhile, large subsidies to tech firms can translate into higher electricity and water bills for ordinary consumers, who effectively subsidise highly profitable companies. In some cases, mandatory Environmental Impact Assessments have reportedly been waived altogether for major projects, including the Google-Adani facility.


Globally, responses vary. The European Union has begun cancelling some hyperscale projects in favour of smaller regional data hubs focused on green energy and waste heat recovery. It works by generating reactive oxygen species, or superoxides, within plant cells during photosynthesis, which disrupts cell membranes and dries out the targeted weeds within hours. For humans, there is no medical antidote available, unlike for snakebites or organophosphate pesticide poisoning, so once it enters the body, the cellular damage is immediate and irreversible. Even a small sip causes visible corrosive damage to the mouth and throat, sometimes called "Paraquat mouth", before spreading through the bloodstream to damage the kidneys and liver and eventually accumulate in the lungs. The chemical binds to lung tissue and causes irreversible pulmonary fibrosis, or scarring, and placing a poisoned patient on a ventilator can actually accelerate this oxidative damage, leading to multi-organ failure.
